I used to keep my water line just below my bioballs and noticed I had to top off almost every day. I now fill it about the same height as sunny just to keep from having to top off as much, call me lazy I don't care. Idk if that's why he did it, but that's why i do it...20g mixed reef

Yeah, kinda. When I do a water change, before I drain the tank I fill up the wet/dry with tank water till all the bio balls are covered all the way. Then when I fill up, I fill the tank till the water just reaches the notches on the overflows and crank everything up again. As it turns out, what you see in the vid is where this particular setup settles down to when running. As a side effect, I don't need to top off any of my wet/drys in between water changes :)
