Yea I thought about that but then the cartels would have to branch out. They would still want to make their money. They would probably go to more kidnappings(americans) and push the stonger drugs like meth & coke. These guy's are having 4-8 hr running gun battles with bazokas and hang gernades down there. Crazy stuff.
