The drain will only dump what is pump through it so limiting it is not necessary, having the ball valve on there would constrict the flow and add a restriction where build up could form and further limit the drain causing the tank to overflow since the return pump does not know that the drain is limited which resorts to all the water in the sump being pumped into the display and then spilling over the top.
What benefit to you get from having a valve on the drain? It's just something that doesn't need to be there and you benefit little to none from it.
I put it as a safety precaution to shut the over flow off

I would not limit the overflow. There is no need if you go with the appropriate return pump and the overflow will only flow what is pump through it, having the ball valve on the drain pipe would only lead to problems.
Sorry I'm new to the overflow stuff. How would it cause problems. Its 1" on the inside as well

For a 110g if reef ready with built in overflows I think a Mag12 would be the highest you should go and even with that you would probably have to T it off and dump back into the sump or ball valve it and lower the return flow. With a HOB I would go a little less just to be on the safe side.
Look into the Mag9.5 and run large return lines and you should be more than well off.

What do you mean 3 gallons? is it a tank with built in overflows or is it a Hang on Back overflow?
You are better off under powering the overflows vs. overpowering. Over powering will just add more heat to the tank, use up more electricity, possible problems with flooding etc.
Yes its built in and the 3 gallons is the size of the full overflow box
