    I feel better about my decision to report him now.

    I'm just awaiting his reply to my last e-mail. If he still refuses, the i'll see what can be done

      SO what was the outcome of this? Did anything get resolved?

        Your paypal should be linked to your credit card, call them and requset them not to pay and they will issue a chargeback to his account. you can then drag this out for about 90 days if he doesnt agree to your terms. If you have Amex, they will never pay him until you-their customer-is ok with it! Also ebay`s new rating system for ANYTHING under 5 stars will begin charging him larger selling fees immediately.  .....:)
