    This lack of a genuine inspection program is more common than most think. I was assigned a job at a Freeport plant this summer. This plant allowed the use of seam welded pipe most of which had not been inspected since it was installed in the 80's. As well the tanks which were the main focus of my inspections had been inspected once since thier insatalation. It would be extremely diffucult to determine corrosion rates with such a lack of data over a 20+ year span.

    However having worked in the Texas City area throughout everything pales in comparison to the negligence I have seen at the Bp Texas City refinery. I wont begin to tell yall about those as it would take a few days. I will just say that it did not suprise me in the least when those explosions occured.

      What is truly awesome is that OSHA does not apply to government facilities.

        OSHA not evaluating gov't operations reminds me of another story:
        NASA has killed three batches of astronauts and never had an audit by an independent organization, how can that be? One was caused by using pure O2 in the capsule: which the RUSSIANS thought was toooo dangerous.
        I saw the OSHA non-inspection of small facilities. The OSHA guys apparenty get a reward based on the size of the plant they find a problem in. OSHA were frequently in Amoco TC (ie. BP) but the locals told scary stories about small neighbor facilities : for which OSHA could not find an address and never audited.
