This lack of a genuine inspection program is more common than most think. I was assigned a job at a Freeport plant this summer. This plant allowed the use of seam welded pipe most of which had not been inspected since it was installed in the 80's. As well the tanks which were the main focus of my inspections had been inspected once since thier insatalation. It would be extremely diffucult to determine corrosion rates with such a lack of data over a 20+ year span.
However having worked in the Texas City area throughout everything pales in comparison to the negligence I have seen at the Bp Texas City refinery. I wont begin to tell yall about those as it would take a few days. I will just say that it did not suprise me in the least when those explosions occured.
