I have something similar happened to me last year when I went crazy with water change for sometimes. The tank got struck with disaster.. several fish started to die off randomly. Sometimes, when your water authority change your water chemistry it can dramatically change the water parameter in term of pH, chemical make up. If that happens and you do a big water change, the fish will have a hard time adjusting to the water and disaster will be more likely to come.

I totally agree but that doesn't mean the water is contaminated

it can happen if the pipeline is under-maintenance, especially when you are located in area that recycle their water like mine. I learned about our water authority before during Public Admin class. Also, depends on your location as to how far you are from the plant. The closer you are the more chemicals/additives will be in your water. Also, water chemistry before maintenance vs after maintenance can be drastically different.

Bottom line, do small water change, if you want you can do it more often.

that is all very true and some mud's do recycle their water which IMO sucks big time fortunately Bellaire doesn't have that issue but without testing the water before hand there is no way of confirming the water chemistry has changed or even if it may be contaminated safest bet would be to let the water run for two or three minutes then test it and save those findings for sort of a baseline then just test when ever you do a water change and use the baseline to see what parameters have changed and then just dose accordingly that's just my 2 cents

smaller more frequent water changes are best. stress coat is a water conditioner and will neutralize chlorine and chloramines. however, it contains aloe which while it can help heal wounds it can also feed bad bacterial blooms. amquel+ is a great alternative, as is seachem's safe and/or prime.
              my fish house:
              2.5g- ramshorn hatchery
6g eclipse- yellow shrimp, chili rasboras, yellow apple snails
29g- geo grow-out, angels, 12"fire eel, dwarf frog, apple snails
45g- jade sleeper gobies, native killifish, feeder endlers

              75g-
2 oscars, parrot, silver dollars, albino channel cat, syno euptera, bichir, baby jaguar, convicts, yabby
              125g- fahaka puffer, rainbow shark
              and about a dozen bettas....

when i got my first real tank of my own many years ago, i didn't know what i was doing and threw about 250$ worth of fish into a new uncycled 29g tank. as the ammonia rose to toxic levels and my new fishies started dying, i was doing 50% daily WC and overdosing with stress coat because i thought it would help... i got a call one day from my hubby who was at the apartment freaking out threatening to throw the whole thing out because it stank BAD. when i got home, i saw that the water had turned white and foamy, and sure enough, my whole apartment smelled like rotten eggs. i had to return the survivors to the LFS, and break down the whole tank and disinfect everything before setting back up with new gravel and clean water. nasty dangerous stuff. granted i seriously overdid it, but still. i will never use stress coat (or any other "slime coat" product) again.
