i've seen many people put heater into their sump, now do you put the heater that is rated for the sump or the tank it self? or total water volume?

I use a Stealth visitherm 200w in my sump on my 180g tank. Holds the temp VERY well... less than 1 degree change.. now please remember I keep my house at 71-72 degree's so yes it does get used all the time.

+2 on the water volume. I am unsure if the plastic on a sump is built for the heat or not so you may want to make sure the heater glass isnt touching the sides directly. Use the suction cups.

One of my heaters does not have suction cups and it lies down on the acrylic... but I am going to agree with Darbex... put the heater in using the suction cups.. makes it more stable.
