They look dull because they are stressed.

+1 you should check your water parameters to make sure its okay and posibbly do a water change. what kind of fish do you have? btw

Use prime, amquel+, or safe during water changes. Promotes slime coat. Dull under a led flashlight could just mean they're stressed.
