I only had fish and maybe 4 small rocks from the old tank. Everything else got a deep cleaning and new filters.

All my tanks were set up this way, I've tried the bacteria in a bottle and I think it just made everything worse.

Funk the gold fish and funk cycling tanks.

Switch out that 2262 canister with someone and you ready to go.

Just switch back in a month.

I did this with ssrprelude. Added 60+ petros in one day. Zero issues.

Dry bacteria is ok. Bacteria has a way of preserving itself by forming endosperms. When it gets wet again, it begins to multiply again.

Oh really? Was your filter media new or old Q? The eheim is new media. The bio ball is used but it was dried so basically no bacteria on it.

If everything is new, I wouldn't add fish. If you have some used bio balls, media, sponges, etc, use that and let it run for a day or so to be safe. As far as the scape, I would try building it more heavily in certain spots and leaving some parts open. That's more natural. You scape looks really good, but if it were mine, which it isn't I would have some open spots and stack up in the corners and in the middle.

I moved all my fish into my new tank as soon as I got rocks. Then doubled the bio-load and if it wasn't for my cyanide incident the tank was crystal clear and happy.
