I think he's a green spotted puffer. Yea he's seen better days, apparently this all happened within the last week

Tissue necrosis. typical of a species for brackish spending to much time without salt in the water. You might be able to save him if you gentle raise the salinity. 1.006 for young puffers up to 1.02 for adults. It has to be done gradually. (Might be to late for this poor fellow)
My fish has no eye, he is called "fsh"
