Looks interesting, 13.8 watts should look pretty good, but won't grow plants. My only concerns would be the light spread, and if the unit is protected from condensation and other moisture.
      75 planted (Being Renovated)
      Endlers
      gobies
      lots of nanos

i love these lights i got one.. one wasnt enof but i did like the colors it brout out in my corals... i got a 150 gal i thout 2 would do it over four foot but the lights project in a 12x12 in. i love these light, i recomend them to every pet store i go to, my fish look beter, my corals look better than they ever had, and they cost as much as one bulb that i was replacing every 3-6 month, depending on when a bad algae would break out.. i love them i got 4 now and if i start another tank i will get more these are awesome ... its so bright i cant take a pic of my tank with them on.. i cant explain how good tthis light works.. i got a colt coral 4 months ago that was three branchs its huge now in only 4 months i got to start cliping largs sections of it so it dont get too big all mu corals are so happy under these leds
