harlequin shrimp are awesome but you have to feed them starfish.... fire shrimp are cool looking too. as far as fish any small goby should work watchman, citron, green clown goby to name a few. maybe a purple firefish i always like the look of those....or clowns.

i have a dragon goby that only reach around a little over 1 inch...
and also a sexy shrimp...which will max to 1 in...
both are small..and the sexy shrimp is lovely...
Your right you cant go with a mandarin. what size is this nano? And how much time/$$$ you want to put into this nano? Some shrimp might become opportunistic and steal from your corals if it becomes hungry and all shrimp stay hungry but are great cleaners. I have heard of them killing snails and eating polyps. I have a peppermint shrimp in my 75 gallon. I keep him just to clean and eat any aptasia that might come in on a frag (my tank has never had aptasia, though i have purchased corals from tanks full of it). He steals food from my corals and he will attack my hand for food. Some fish like the clown goby are very shy and you will never find if you upgrade to a larger tank later. I would recommend some of the easier more active fish. fire dartfish, or even ocellaris clown. Both will eat flake food, will not eat your corals, are cheap, plus you will see them swimming right up front.
