Tap water Ph on the decline?

i have not tested my pH out of tap recently, but just as a heads up, i did recently notice for a few days solid a strong smell of chlorine in my running water. shower, sinks, etc. I delayed my WCs until the odor dissipated.

dont know if they heavily dose the source at different times of year, or if it was just my area, but i know there have been other threads about higher concentrations of chlorine causing issues in tanks.
