Is it the casing of tiny feather dusters? Let me get a pic.. Or some forms of worms create soft squishy grey tubes they live out of...Maybe a pic would help?

Look like the beginning of cyano to me, if I remember correctly you're only using the hob filter atm? Like you suspected it'll cause dead spot, detritus will settle and decay, and cyano will start to form from the nastiness that releases

Our nems sit right next to the mp10, so our clowns are always in near direct flow. They're sturdy little fish. As for placement, I think I said this in your other thread, if you go with one showerhead, aim it straight down the middle pointing at the glass so it creates as random a flow as possible, if your using two powerhead, then one in one corner pointing down toward your sand (adjust it til it is just above the point where it blows your sand all over the place) the other powerhead in diagonally opposite corner pointing up toward the surface. This will create a kind of slow cyclone effect that will mean detritus cannot settle on the sand and it gets lifted up in the swirling water toward your intakes on the filters. I wouldn't consider the hob filters in your flow as I assume they're' waterfall' type filters which just spread there output across the surface, they done do much to create flow toward the bottom of your tank. What flow they do create down there will be very linear and won't do much to keep detritus suspended. Hope that helps
