Some permits don't require licenses and size and bag limits don't apply. That's for research though. When I did fisheries biology at A&M we did age and reproduction pattern research on redfish and we kept every single fish we caught regardless of size. I myself kept over 20 fish.

When I going to Cape Fear Community College we did the same thing. One fish, scallop, clam or eel for study two for after class throw down.

The definitive answer is, to do any kind of collecting, you need at very least a basic recreational fishing license. This will cover you for all non-game non-endangered species, regardless of what method you use. You cannot keep game fish caught with non-game equipment, nor can you keep game fish under or over size limits, or beyond bag limits with this basic fishing licens. To keep game fish outside of size and bag limits, you need either a Scientific Research Permit or an Educational Display Permit, both available from TPWD.
It doesn't make sense if you need a license for your own pond.
